Governments spend over $5 trillion on critical social programs and public services like education or health in low-and-middle income countries (LMICs) annually. But despite these investments, development outcomes are systematically falling short of expectations and the urgent needs of global communities. For example, despite an increase in spending per student by 10% in the last decade, learning outcomes in LMICs have only improved by 0.8% Education Finance Watch, 2022.
Instiglio is a Global South non-profit that partners with governments to improve the effectiveness, equity, and transparency of public spending by embedding impact-driven approaches into governance, finance, and procurement systems. Through long-term collaborations, it combines expertise in results-based financing, technology-enabled performance management, and change management to strengthen public sector delivery and foster lasting performance cultures.
Over time, Instiglio has supported government leaders and institutions in enhancing service outcomes and reaching millions of people. Building on this experience, Instiglio is advancing a broader effort to encourage the adoption of impact-oriented governance practices worldwide, aiming to strengthen public systems, improve lives at scale, and reinforce trust in democratic institutions. Instiglio recently incubated the Government Empowerment Network (GEN), which is a government‑led platform that empowers public servants with the ideas, skills, and peer networks needed to design and deliver high‑impact public sector reforms.
